DIFFERENCES •AS TO ADMINISTRATION. By Telesranh—Press Association—CoDyrißht Sydney, April' 15. It is stated in connection with the resignation of Mr. William Houston, Deputy Administrator of. Norfolk Island, that a complete reorganisation of the stall of the island is intended. Sir Gerald Strickland, Administrator of the island, looks upon the island as a distinct Crown colony. He does not share the view that ho is Administrator by reason of being Governor of New South Waits, but holds that ho is solely responsible to the Colonial Office, and does not act with tho advice of tho New South Wales Exccutivo Council, Ono reason advanced for the changes is tho desire to curtail tho expenditure on tho administration of tho island. [By an Imperial Order-iu-Council, dati>d June 24, 185G, it was declared that Norfolk Island should be created o distinct and separate settlement, to be .ruled by «. Governor, exercising plenary powers, and that tho new colony should bo under tho jurisdiction of the Governor of New South Wales. In 1885 the British Government offered to hand tho island river to New South Wales, but no definite, decision was arrived at. Instructed >by tho Homo Government, Lord Hampden, tlio Governor of Now South Wales, visited tho island in 18lll>, and by Order-in-Council of 1897 and I'JOO, the government, of tho island was vested solely in tho Governor of Now South Wales. 'The total population of tho island on December 31, 1008, was 1011.1
