Daueft's speech as to partitioning of Turkey anions the Allies, that Bulgaria's treaty with Soma is precise. It is provided that tho Tsar shall be arbitrator in case of differences over a settlement. The treaty with Greece is purely a military one, and was concluded hurriedly. It does not provide for an arbitrator; nevertheless the delimitation of the territory to be occupied by each State can bo based tolerably accurately on the number of troops employed and the sacrifices in life and treasure. Servia's dispute ivith Bulgaria concerns tho districts of, Prilip, Veleze, Okhraida, and Monastir,' at present in Servia's occupation, but which, according to tho Balkan Alliance Treaty, belong to Bulgaria. Vienna, April 13. M. von. Zaleski, tho Austrian Finance Minister, in a speech in Parliament, described the Russian Communique as of the greatest significance in regard to peace. Austria-Hungarian relations with Servia and Montonegro had now improved, andi all immediate danger had passed. On outstanding questions there had been a favourable turn, and there was every prospect of their being peacefully settled. It is understood that Servia has officially intimated that slie intends withdrawing from Scutari, provided Essad Pasha does not attack Montenegro. The Powers will notify Essad Pasha to this effect. DIAKOVA INCIDENT. , Belgrado, April 13. It is semi-officially stated that a postmortem examination of tho body of Father Angelus, alleged to liAve been beaten to death by Montenegrin soldiers, has been made, in tho presence of the Consuls at Diakova. The examination showed that tho priest had been killed from a distance by rifle shots, and that' thero ' were no traces of bayonet wounds, as alleged by tho Austrian press. Father Angelus was arrested for inciting rebellion, and attempted to escape. He was shot after being thrice summoned to stop. TURKS MASSACRE .CHRISTIANS. , Athens, April 13. Profiting by the Italian destroyers' departure, Turks from Asia Minor landed at Kasteloryzo, Asiatic Turkey, and massacred Christians and violated women.
