'If Canada decided in favour of a local,navy as a permanent policy, then the Conservatives would ag;ree, but the first gift of three Dreadnoughts must bo made to tho Motherland. Tho Prime Minister, Mr. Borden, is preparing to introduco a Closure Bill.
