A Blue Book just issued states that the, British Consul at Equitos has made a tour of tho Putumayo rubber district with the American . Consul. There was,, lie report?, no evidence of present cruelties. The Amazon Rubber Company's policy had improved, but tho fato of tho Indians was almost wholly in tho hands of tho company, whose future was doubtful, owing to poverty in the district and the critical condition of tho Amazon rubber market, combined with financial and- political exigencies of tho Peruvian Government. This constituted grave obstacle to practical reforms.
