The Montenegrin attack on Scutari has been suspended,, as time is required in which to bury tho dead and tend the wounded, ffhe- attack will bo renewed during tho week-end, when fresh Servian siege guns will bo in position. The newspaper "Rcichpost" advocates utilising one hundred thousand Austrian troops in a demonstration against Montenegro, whether or not the other Powers participate. (Rec. April 6, 5.5 p.m.) Vienna, April 5. A demonstration at Spulato in favour of the Balkan States was suppressed. Numerous arrests were made. RUMANIA AND BULGARIA. BASIS OF SETTLEMENT. (Rec. April G, 5.5 p.m.) St. Petersburg, April 5. The Powers have agreed to tho basis of a settlement of the dispxite between Rumania and Bulgaria.
