The President, Dr. Woodrow Wilson, his decided to recogniSo tho Chineso Republic immediately. The Government will grant independence to tho Philippines at- a date to bo fixed later, and it would meanwhilo appoint a Governor-General with a commission. Recognition of tho New Mexican Government would bo withheld.
