Sydney Jones, president, attended the ceremony recently held at Canberra, when tlie three foundation stones of the commencement column were laid. The plan of the city of Washington was tampered with just after it had been laid out, with the result that the American nation had been put to huge expense to put into proper order parts that should never have been allowed to pass out of the nation's control. The greatest carl', therefore, would have to he exercised to prevent influence by interesteel parties being brought to bear upon th«"0 who would have control of the plan of tho city for years to come, to gain advantage by encroachments upon the public spaces," or by securing rights to which they should never be entitled. Colonel Vernon, in proposing a vote of thanks, endorsed the president's warning.
