V The flood situation is improving. ■ It is officially estimated that in tha total flood area the victimg did not exceed five hundred. All the bodies have been buried. Tho Telief available is adequate. , ,The floods rendered fifteon thousand persons homeless in tho Ohio Valley. Kentucky 1 towns were flooded, and a few lives lost. ■ ' ; Army patrols are protecting dangerous levees of the Mississippi. Telephone reports state that the devastation, by fire at Portsmouth was small. The town was flooded.
