'strong enough to beat the fleet of a certain Power,; and be able to send ifs principal squadron of twenty-one battleships and cruisers into certain waters which would bo the scene of the next probable'war, .but, owing to the finance problem, Japan/was unable at present ,'to carry out so' vast' a scheme.
