Barthou, iii outlining his programme,- said he would uphold the three years' service in tfre' army, but would afford the Chamber full liberty of discussing the measure, though he would not sacrifice his honour or responsibility. There was much uproar and interruption during the speech. A vote of confidence was carried by a small majority. ' j The tenure of the Cabinet is precarious.
