PROPORTIONAL REPRESENTATION FAVOURED. By Telegraph—Press Association—Copyright London, March 26. The Labour Party's Conference at Manchester unanimously reoommended' in l favour of proportional representation. Speeches were made strongly complaining of the subserviency of the Labour members of the House of Commons to the great political parties. A motion urging them to vote on' the merits of questions though the Government was endangered w|as negatived at Mr. Snowden's instance.
