The owner, acont, or master of every vessel shall pay port charges ia, respect of such vesse', us follow:—For' every vc-ssel, twopenco per ton oil arrival j' but so that; the owiwr, agent.-or master of any such vessel, not . be l called upon to pay more tlnm sixpenco per toas in any half-year. "Vessels arriving iu the port for tlio solo purpose of (a) receiving bunker.coal, ships stores, or water for' the sole uso of ■ the vessel receiving the .same, 'or (b), of receiving or landing mails, and which in cither case, do nor. lie at any wharf.' or use the port, for any other purposo shall bo exempt from port charges. "Ally vessel arriving iu the port for the purpose only of receiving bunlier coal for the sole use of such vessel and nioor'ng,. to any wharf with the written permission of tile harbourmaster shall bo exempt from port charges if such vessel does not use .tho ■ port for any other purpose, but nothing herein contained shall exempt such vessel from payment to other Charges for which she may bo liable.
