Additions to the Wellington ' Eavbo'SP , Board's; by-laws were agreed upon at last, night's monthly meeting.. The changes were deemed necessary m. consequence of certain incidents occurring in the pork last year.,, The by-laws arc amended aa follow First, by repealing' By-law No» 17 and substituting Therefor (he follow;* ins by-law:— / '17. The owner, acont, or master of every vessel shall pay port charges ia, respect of such vesse', us follow:—For' every vc-ssel, twopenco per ton oil arrival j' but so that; the owiwr, agent.-or master of any such vessel, not . be l called upon to pay more tlnm sixpenco per toas in any half-year. "Vessels arriving iu the port for tlio solo purpose of (a) receiving bunker.coal, ships stores, or water for' the sole uso of ■ the vessel receiving the .same, 'or (b), of receiving or landing mails, and which in cither case, do nor. lie at any wharf.' or use the port, for any other purposo shall bo exempt from port charges. "Ally vessel arriving iu the port for the purpose only of receiving bunlier coal for the sole use of such vessel and nioor'ng,. to any wharf with the written permission of tile harbourmaster shall bo exempt from port charges if such vessel does not use .tho ■ port for any other purpose, but nothing herein contained shall exempt such vessel from payment to other Charges for which she may bo liable. Such written permission shall oe granted by tlio harbourmaster only when owing to special 'circumstances it is-'exceptionally difficult for such vessel, to receive.'bunker coal when lying at■ ancho:.* in tho inner or outer Anchorages, aiuVwhen such mooring will not interfere with or prejudice tho convenient working of .other shipping." Second,'by tho.addition at tho end of By-law No. 191,/' immediately-previous to tile proviso therein, 'of''the following words:— "Ice delivered to fishing vessels for tho preservation of fish ii tended for local consumption—freo of wharfage."
