FURTHER LIMITATIONS MADE. A letter ; was lateljv addressed to Mj Winston Churchill by tho Humauitariav League, pointing out that the average number of callings annually inflicted in the Royal Navy is still as many as 1500, and suggested the desirability of issuing a yearly return of such callings, instead of classing them among "minor punishments, a term which is liable to mislead. The following reply has been received from the Admiralty: "As a result of the recommendations of the recent Committee upon Naval Discipline,. it has been decided to limit tho award of this -punishment (canines for boys) to offences such as theft, arunkonness, insubordination, and delibcrato or , continued disobedience of orders, It proves a suitable punishment for such offences on tho part of those who aro t only at tho commencement of their career in the Navy, as it is-not permanently recorded against them, and has no effect upon their prosnccts. It is therefore very properly included under tho head of 'minor punishments,' and My lords sco no reason for altering this classification."
