NEW FORM OP SETTLEMENTS During tho last session of Parliament the Hon. W, P. Massey (Prime Minister and Minister, for Lands) announced that ho would mako provision for tho settlement of lands within kauri-gum districts in areas of twenty-five acres, tho idea being to mako provision for settlers with very littlo capital or with none at all. Regulations governing this class of settlement have now boon gazetted. Tho lands aro to bo offered on occupation with xight-of-purchase tenure, and mo rent is to be demanded during tho first five years. It is provided that no person shall bo eligible to reoeivo a lioenso under tho regulations if ho is 1 , the holder of any land in New .Zealand exoeeding in tho whole ton aores. No woman is eligible to receivo a lioense under tho regulations unless she is a widow or haa children dependent on hor. A married man or a widower, who haa children depending on him, may, with tho consent of tho Land Board, apply for and hold under ' regulations one additional allotment for every, two. children under sixteen years living with and dependent upon him, provided that the total area Which may do acquired by any ono -poison under thoso regulations shall not exceed ill the aggregate 100 acres. _ Power to 'transfer holdings is strictly limited. Except under exceptional oiroumstancss no transfer is to bo gTanted by tho Land Board within fivo years of the dato of occupation, and no transfer is to be made within this period unless tho board is satisfied that no profit is being modo by tho licensee. Conditions are imposed In . regard l to residence and improvements.
