Bryan, who'now holds the office of Secretary of State in the Wilson Cabinet, in speaking at a St. Patrick's banquet, said that Home Rule was certain in two years. The House of Lords' degradation was due to its opposition to Home Rule. The Irish party's efforts, resulting in the amendment of the British Constitution and the abbreviation of the House of Lords' powers, was the greatest of their achievements in history.
