Sandys, Unionist 'member for the Wells Division of Somerset, lias introduced a Bill into the House of Commons to provide for compulsory service in tho Territorials for youths ou attaining the age of eighteen. The report on the state of tho Territorials at the end of September shows a deficiency of 19G3 officers and 49,902 men. The loss under discharges during the year was over ten thousand. ,
