The policy includes the summoning of a national convention to consider- tho rearrangement of a Federal compact, the, extension of the referendum, the abolition of machine politics, and the modification of the system of party politics in State Parliaments, elective Ministers, national insurance against sickness, accident, and unemployment, a Board of Trade to administer all" industrial laws, tho edification of all laws relating to employer and employee, aud tho improvement of the hospital system, The increased expenditure entailed will be mot by a tax on sport and the proceeds from the totalisalor.
