Convention was addressed by Mrs. Fell on "Forced Labour Colonies,' and Mrs. Bcndely on "Work for the Enfranchised," It was resolved 'This convention respectfully urges the Government to found some State farm or colonies on Swiss lines where wastrels, confirmed drunkards, and other 'work-shy' individuals could be sent, and to pass legislation empowering Magistrates to commit these loafers to such institutions where they would ceaso to spread contagion of disease, and possibly learn to be useful citizens."
