NEW GERMAN ARMY BILL,
HEAVY EXPENDITURE,
BIG LOANS.

The press foreshadow difficulties in the Reichstag over tho Bill. Imperial And Prussian loans aggregating twenty million sterling are pending. They will ho chiefly expended on railway construction. [The military expenditure of tho German Empire, entered in tho Budget for 1911-12, amounted to ,£39,630,000 ordinary, and ,£1,184,500 extraordinary; total, ,£40,814,500. This is' exclusive of expenditure on colonial troops.]
DEFENCE OF THE EMPIRE.
PLAIN STATEMENT WANTED. (Rcc. February 28, 9.55 p.m.) London, February 28. The National Defence Association has sent a memorial to Mr. Asquith urging the Government to take the nation into their confidence and furnish a plain statement of the defence problem. It regrets that tho Defence Committee's concentrating on tho invasion problem, and suggests that it would bo desirable for tho committee to investigate and define tho whole military situation oversea aild at Home. The memorial expresses doubt as to tho ability of tho territorials to cope with Homo defence.
