COLLEGE GOVERNORS.

•. SCHOLAESHIPS AND "SWOT." 1 Tha Board of College Governors met yesterday, Mr. A. do B. Brandon presiding. Messrs. E. Lee, AV. 11. P. Barber, AVard, AV. 11, Field, mid AVarburton, and Miss Richmond wero also present. The -financial statement showed that there was a balance at the bank of i! 1585, and lodged, but not credited, a sum of .£32. Payments received worn: Wellington College, .£497; Girls' College, '.£343. Fees outstanding are: AVellington College, .£1781; Girls' College, .£1077. Eents outstanding, Tho . fees outstanding include free place fees: AVellington College, ,£1273; Girls' College, ,£895. A proposal as -to how scholarships should be awarded was received from the Scholarships Committee. Mr. It. Lee said tliat the examination system was just now very much on its trial. It had been found that there, was a great deal more in education than the ability to "swot up"—a certain memory knowledge of subjects which would enablo a candidate to gain it scholarship. That being so, it seemed to him a grave question as to whether they should not go on rational lines. In awarding scholarships, he considered it would bo better to ask tho headmasters or headmistresses to report oil who was the pupil best fitted to receive such: an award. It was pointed out by tho chairman that, in any such scheme, they / must have a number of men who had not only had practical experienco in teaching, but very extensive knowledge of human nature outsido school.

Messrs. Lee, Ward, and tho chairman were eventually appointed tho Scholarships Committee. A circular similar to that received at tho last me-efcfiig of the Education Hoard, dealing with free place and proficiency certificate holders, and the defenco regulations. The circular stated that tlm, conduct of u boy wlio was awarded n proficiency certificate would not. be deemed satisfactory unless ho complied with tlie defence regulations. The letter was sent .by tho assistant general inspector of schools, ut tn-? intimation of the Minister for Education. Members of the 'board expressed approval of tho letter.
