President Madoro withdrew his resignation, and Congress called an emergoncy , meeting, and, discussed plans for ousting him. Madero defied Congress, declaring , he was able to defeat General Diaz,if given a chance. , There was savage fighting in the streets throughout the day. Shells, crashing tho roofs of hotels, killed numbers of Americans. Tho Government, after this, censored dispatches. ,G«ner,al Gomez, operating in tho northern dhjtriots, has proclaimed' himself President, and will appoint a provisional Cabinet immediately., \ General Diaz has agreed tq form a safety zone round the embassies, provided ■ President Madero consents, Madero is not 1 likely,to object. Fatalities to foreigners ' will therefore probably be. fewer' than in' the past, ' American intervention, only justified by extremes. 1 Waihlngton,' February 16. I ■President Taft has. announced to Con- I jress that only the wholesale,murder of Americans -would lead him., to 'sanction Intervention in Mexico, Ho hoped Congress would not aot hastily.
