MR. ALLEN BANQUETED. ' PERMANENT DEFENCE POLICY. W Telcgraph-Preea Association-Copyright London, February 13. The Hon. James Allen, New Zealand's Minister for Finance and Defence, was entertained at luncheon by tho Royal Colonial Institute. Earl Grey, Into Gov-ernor-General of Canada, presided. Among those present wero the Hon. Thomas Mackenzie (High Commissioner for New Zealand), Lord Plunket, the Earl of Stradbroke (chairman of the County of Suffolk Territorial Army Association), Lord Lamington (ox-Governor of Queensland), and many New Zealaudors oud Australians. .
In replying to tho toast "Our Guest," Mr. Allen described New Zealand's efforts to uphold British traditions, and incidentally referred to tho treatment of the Maoris, and New Zealand's action with regard to military and naval defencoi What had been done had been done willingly, and if called upon to make similar sacrifices in tho future, no/New Zealanders would say "No." New Zealand had como to tho conclusion that spasmodic efforts for' the defence of the Empire wero insufficient, and that something ■permanent must bo done. His recent visit to Australia had convinced him that Australians weremaking greater eacriflces for Imperial dofenco than were tho cititcus of any other of tho Dominions. Ap. peals to tho spirit of nationality had cuablcd Australia to do that. If a similar ajfpeal to tho spirit of nationality was made in Now Zealand, Mr. Allen was convinced that a permuncnt defence organisation would be established which would mako the Empire even stronger to maintain' tho world's peace.
Sir .'Joseph Ward, in proposing .': Earl Grey's health, said that overyono might cot agree with all Mr. Allen's views, but everybody would admit that ho was animated by 'an earnest desire to promote Imperial ideals,
Earl Grey, in his reply, said that Now Zealand's gift Dreadnought had revealed to the nations the potential strength of fho.Overseas Dominions.
