Fishor has received a communication from South Africa, saying that tho Unionist Government regrets exceedingly that owing to tho political situation in South Africa it will bo unablo to bo represented. The South African. Government, however, expresses a hope that tho conference will result in tho establishment of better trade, relations between tho; overseas Dominions.
