Mr. Fiolding, who was Minister ifor Financo in Sir Wilfrid Laurier'6 Cabinet in Canada, and who camo to England after thojjntroduction of Mr. -Borden's Naval Bill, denies that he is organising opposition to the Bill, although ho admits that he has had repeated conferences with tho Radicals. The' "Daily Telegraph" declares that a considerable body of Radicals is lobbying in the liouso of Commons in tho liopo of embarrassing tho Canadian Government. It adds that, not content with subterranean methods,' the lobbyists havo interviewed Mr. Asquith and Mr. Churchill with tho object of prevailing upon them to alter their attitudo towards' Canada's proposals. Tho "Daily Telegraph" doprecates tlio slightest suggestion of' interference • witli overseas affairs. It is deplorablo that at a' moment of Imperial awakening euch intriguos should exist.
