DIAZ AS DICTATOR. MADERO'S FATE UNKNOWN. MARTIAL LAW PROCURED. By Telegraph—Press Association-Copyright Mexico City, February 10. General Felix Diaz, leader of tho rebels and nephew of tho deposed President, has been proclaimed Dictator. President Madcro is reported to have fled to the sea coast. ! . General Diaz leads a strong force of troops, which is in possession of the city arsenal and powder works. .
The' outlook for the Government is dark. •
General Reyes was imprisoned by the United States Government ior starting a revolution in Texas. He forfeited his bail, and went to Santiago, where he wais reimprisoned.

General Felix Diaz has ordered that there shall bo little fighting, as he hopes to capture the Maderpists alive.
