!■ ADVANCES IN PAY. - THE PROMOTED OFFICERS. Certain promotions and changes, the Hon. A. L. Herdmaii stated, would bo made in the force with a view to obtaining tho highest possible efficiency. "Fourteen years' ago," he remarked, "the administrative staff at each of tho four centres consisted of an inspector and the sergeant in charge of the Station; but as these officers were greatly overworked a sub-inspector 'was appointed to assist tho inspector at each • of the centres. Since then Wellington and Auckland have increased in population with a corresponding increase in police work. The work has grown ,so much .that tho inspector, sub-inspector, and senior sergeant are now working at high ipressuro. frojn 8.30 a.m. until 10 and 11 p;m. on each day of the week, including Saturdays and Sundays, as well as on public holidays. Under existing conditions the inspector, sub-inspector, and senior .sergeant at Wellington 1 and Auckland have much to attend to in'connection tfith their ■ offices and Court work that they., are unable to devoto as' much of their timo to the supervision of-their, sergeants and constables as the requirements of the demand, with the result that the discipline and efficiency of the force are capable of ; 'considerable, improvement. Under, the -flew arrangement Inspectors Ellison, Kiely, Mitchell, and Dwyer will be graded as'superintendents.' Sub-Inspector M'Grhth, of Christchurch, and Sub-Ihspector Hendrey, of' Auckland, will .be promoted to the rank of inspector. The first-named will be stationed at Auckland under Inspector Mitchell, who, under the new regulations, will be styied 'superintendent. Sub-Inspector Hendrey will be transferred to Wellington, and will act ' as inspector under Superintendent Ellison. Senior-Sergeants Johnston and M'Kinnon will bo promoted to the rank''of sub-inspectors, and will take'the place of the sub-inspectors .who are being „ promoted—Senior-Sergeant Johnston going to Auckland and SeniorSergeant M'Kinnon going to . Christ•church. "There are a number of vacancies in the ranks of the sergeants, caused bv deaths, retirements, and promotions. These will be filled shortly, probably before the end of the present,month. Revised Scale of Pay. "A number, of anomalies., have for some time existed, iii the scale of pay. All the promotions which are being .made an. dthe new scale of pay will tako effect'as from April 1 next, the beginning of the next financial/year. BRIEF BIOGRAPHIES. SUPERINTENDENT, Jl W. ELLISON. Inspector J. W. Ellison, who becomes Superintendent of' Police at Wellington, was born in, Donegal. Ireland, in 1850, and was educated at the national schools and at Foylo College. He left school in 1865, and arrived in New Zealand in ,1868. After working at various kinds of employment, he joined tho constabulary in 1872, and soon afterwards was detailed for police duty, in charge of the Ngaruawahia station. He was transferred to the Wellington station in 1877, promoted to be sergeant in 1880. Eighteen years later Mr. Ellison was promoted to be Inspector. He served as sergeant in Wellington, Auckland, and Wahganui. For several years he ,was office sergeant (now termed district clerk) at Wellington and .Auckland. As Inspector, Mr. Ellison has been in charge of WeStland (where he went in January, 1899), Nelson, Canterbury, North Otago, and Wellington., He cajne to Wellington from Christchurch on March 31, 1902, and has been in'charge of this district ever since.' ~ '. SUPERINTENDENT KIELY. . Inspector Kiely served in. the Provincial Forces in Marlborough ill, tho early days, and after joining the police force remained in Marlborough until he,was promoted sergeant and transferred to Auckland, where he remained for a number of years. He was serving at Masterton whpn he was promoted to bB 6ub-inspector and transferred to Dunedin.' From Dunedih he was transferred to Wanganui and promoted to be Inspector. From Wanganui he went to tako charge of tho Thames district at its formation. ' There'ho remained until the retirement' of Inspector Gillies in Christchurch about three years ago, when ho was placed in chaTge of that station.

SUPERINTENDENT MITCHELL. Inspector Mitchell was born in Devonshir® in 1854. He joined tho police in 1877, and became Inspector (at Invercargill) in .1902. Ho was placed in charge of the Auckland district when Mr. Cullen camo to Wellington as Coftimissioner. At one period in his career Mr. Mitchell was a senior sergeant in Wellington, and later ho served as a sub-inspector in Auckland.

SUPERINTENDENT DWIfER, Inspector Dwycr was transferred to tho police force from the arnied constabulary in the early 'eighties, and after serving in Dunedin, acted for some time as clerk to tho inspector at Oamaru. Afterwards ho was .successively police gaoler at Oamaru and 'in charge, of Clyde station (Central Otago). While in occnpanoy of tho lastnamed station lie was graded acting-ser-geant. For a time Mr. Dwyer was in charge at Wanganui as sergeant,' and lie was transferred to Duuedin as sub-inspec-tor. Ho served in the eamo grado at Chrislchurch and subsequently was appointed inspector in chargo of tho Napier district. About tho middle, of last' year he was transferred to Dunedin. INSPECTOR M'GRATH. Suh-Inspector M'Gralh was in the armed constabulary in the early days and in joining tho police force was attached for a time to tho, detective branch,, For snmo years h« was chief detective at Wellington. spector ho was transferred to Christchurch where ho has since served. 1 l INSPECTOR HENDBEY. Sub-Inspector Hendrey served in the armed constabulary in the early days, and on being transferred to the police force, bccame clerk to the inspector nt New Plymouth. Ho remained in this post for a number of years and about 16 years ago was transferred as district clerk to tho Auckland' district. In this offico ho succeded Mr. (now superintendent) Ellison. He has since served in Auckland as sergeant and sub-inspector. STJB-INSPEOTOR M'KINNON. Senior-Sergeant M'Kinnon was a young constable in Timaru when Commissioner Cullen was a young sergeant. After spending a number of years in South Canterbury, Mr. M'Kinnon was transferred to the West Coast and later served in several parts of tho Wellington district. For a time ho was watch-house-keeper' at Lambton Quay station. On being promoted he was sent to Auckland where he again served under the present Commissioner. SUB-INSPECTOR JOHNSTON. Senior-Sergeant Johnston has been stationed in and about Christchurch and Rangiora and other , parts of North Canterbury during tho whole of his service.
