Tho Council of tho Miners' Federation has drafted a scherno to establish ono board to regulato tho wages on all tho coalfields of Britain, and tho formation of a national wages agreement, based on tho earning capacity of the oollieries. Tho scheme involves.an inquiry by tho workmon into tho profits of tho companies; into tho oost of production, tho selling price, and ■ the volumo of trade; and also into the cost of living to tho workman. A sufficient minimum wage to meet tho necessities of tho workman and his family will bo a first charge upon tho industry. 1 It is understood that the next step will Be to take the miners' view of tho scheme; Tho council will come to a decision when the majority- of tho existing agreements expire.
