DECREASE. IN NUMBERS. By. Telegraph—Press Assodatlorf-Oopyrisht (Reo. February '7, 10.45 p.m.) London, February 7. Colonel Seely, Secretary of State for War, stated in the House of Cominons that 57,000 men had enlisted in tho Territorials during the year, and that 03,000 had resigned. -
