It states'that there is no foundation for tho . suggestion that the .fire was due to incendiarism. Only one witness testified as ' to seeing candles under -billies for warming tea, and tho commissioners consider that it is unsafe' to rely on this uncor- ; roborated evidence. There was no, evidence as to any other source from which the flro might have arisen through carelessness. Tho commissioners consider that the attempt to prove that the firewas due to a defect in the electrical installation failed. ,•.
