A national convention of hoboes and tramps lias decided to adopt suflragctto methods in order to secure their releaso from gaol when convioted of vagrancy. Protests were made of the strictness of the vagrancy laws in several States. TII9 resolutions were ordered to be sent to the State Legislatures. ,
