PANAMA CANAL TOLLS.
AMERICAN REPLY TO PROTEST. By Telegraph—Press Association—Copyright (Roc. January 24, 11.30 p.m. London, January 24. A Blue Book has been issued giving the roply of Mr. Knox, tho United States Secretary of State, to tlie British protest regarding the exemption of Amorican coastwise shipping from the payment of Panama Canal dues.
Mr. Kriox 6ays the British objections relate exclusively to the Canal Act, which does not fix tha tolls. Tho proclamation fixing th,o tolls disposes of the suppositions of possiblo injustice and inequality, and a mere possibility is in any case no ground for arbitration. Mr. Knox suggests that 1 Britain may require to examine tho computations on which the tolls are based, with a view to determining whether thero is any unfairness. He adds that differences regarding such questions of fact may be referred to tho joint High Commission provided for in the unratified Anglo-American Arbitration Treaty of 191), which America is prepared to ratify.
