Senator O'Gorman is leading, the opposition to Senator Root's proposed amend--ment to' the Panama Act repealing tho clauses giving freedom from tolls to American coastwise shipping. . A special meeting of the ■ Inter-Ocean Canals Committee has been called to reopen the question. A bitter fight is pending. The Democratic party is divided, despite the fact that ithoirj Baltimore platform endorsed the free tolls provision. ■'-. ■■''■' '
