■ . Pa|, iSi January 19, The news of M. Toincaro's election as President of Franco had an excellent re.coptiou throughout Europe. stated that it is undoubted that m.. Poincaro will play a moro active role than lus predecessors in tlio interests of France and the Triple Entente. The Tsar of Russia, in a telegram, cordially congratulating if. Poincarc, states that he does not doubt that under the now President's auspices tho bonds of the two countries will be still closer knit. King Alfonso 'of Spain and other Sovereigns have also sent friendly messages. M. Briand, who was Prime Minister from 1909 to 1911, is to form a'Cabinet. He is inviting tlio majority of M. PoincareV Ministers to associate with him.
