The ■ 'Daily Mail" declares that there is an alarming deficiency in army horses duo ,to tho conflict between tho War, Office and the Board of Agriculture. The latter/is .spending <£50,000 annually, regardless of tho "War Offloe's requirements, and .the amount is' chiefly expended in premiums, though! French and German officers are certain to buy the best-bred-horses. There are now a hundred thousand fewor horses than in 1011,' and the proportion' of: cavalry-horses is, lower than ever. 1 '
