Sydney, January if). Tho outlook in the southern mining district has improved. Mr. Carmichael, Minister for Labour, yesterday addressed tho miners, , and promised ,to amend tho W, to prevent a recurrence of tho conditions leading to tho dismissal of the miner Russell;by tho Woollongong Co.' In tho northern mining district conditions, are unaltered. The mine owners have not replied, yet to the request of tho Employees' Federation for a conferenoo to discuss the reorganisation of the Joint Conciliation Committee.
