The House has Tesumed the debate on the Government's naval policy, which provides for the gift of three battleships to the Navy at a cost of *£7,000,000. The Conservatives implored.the Liberals to 00-operato on the Naval Bill, because of Ihft immense moral effect throughout tho world if Canada was united in the presentation of Dreadnoughts. The German naval inoreaso was quoted to provo that an undeniable emergency existed. Major-General Otter, in his annual report, to the Department of Militia, warns Canadians : against neglecting their preparedness for war. He declared that tho military forces are utterly inadequate, and the futuro is fraught with danger. WHY-MR. MONK:RESIGNED. INTERESTING LETTERS. (Reo. January IG, 0.5 a.m.). ■ Ottawa, January, 15. Correspondence has been tabled in Parliament in connection with Mr.. Monk's resignation of the portfolio of Public Works. The letters (show that Mr. Monk resisted making a naval gTant without giving, the people an opportunity of approving. ■ Mr. Borden, in reply, said tlie disclosof tho Imperial Government were so gravo that immediate and effective action was necessary in Canada's interests. Tho step was entirely, temporary and in nowise affected the permanent policy for i which tile people's approval would bo 1 SOUght. . ' •
