Elementary, secondary, and higher edu- '« cation, he said, was in a chaotic state and a great 6tep forward must be taken, and he was authorised to announce that Mr. Lloyd-Gcorge was ready to throw himself into, the question with tho wholehearbedness whioh he had shown in connection with the Insurance Act. The outlay would bo costly, but productive. What was to bo done for the coming generation must not be at the expense f of the ratepayers. The national system must bo one entire whole, starting from , the stanidpoint that tho child must be made fit to receive education. Tho Government, continued Lord Hal- „ dane, had been busy with the experts for some time past, and could not see tho !' path along which they were going in this J colossal undertaking.
