The Caps Town Chamber of Commerce protests against tho new agreement between the shipowners and the merchants, which it considers to bo in the nature of a combine, and which it says threatens tho exclusion of tho goods of shippers who will not sign tho agreement. Tho Chamber suggests that the Government should notify the Union Castlo Line that the entry of that lino into tho combine would bo a breach of tho mail contract.
