The Government has granted Messrs Lover Bros., the soap manufacturers, a twoiityono years' monopoly for the establishment of palm-oil factories over u radius of 311 square miles in Sierra Leone. Negotiations aro proceeding between. Messrs. Lover Bros, and tho Government for similar monopolies in Southern Nigeria and' on the Gold Coast. A cable message published on Friday last stated that in tho House of Commons Mr. Asquith, in reply, to a question, said that Sir W. 11. \Lever ■~ had offered Stafford House, the great London palace recently purchased by him from tho Duke of Sutherland, io tho nation on certain conditions which the Government was considering. Mr. William Moore. Unionist member for Armagh, asked whether Mr. Asquith could say how much tho Government* was giving Sir William Lever by .concessions in West Africa. Mr. Asquith remarked that tho question was not a proper one. .
