Clause 13 of the Welsh Disestablishment Bill has been passed in the Houso of Commons under the guillotine, after ' tho rejection of amendments intended to facilitate tho reconstruction of the Church after disestablishment. ■'* Mr. M'Kcnna, Homo Secretary, emphasised tho point that tho Bill left tho Church entire freedom to develop on its own lines.
