Summers was firet ekoted to represent Flint in 1010, when he polled 2150 'votes against Mr. H. -A. Tilby (Conservative), with a majority of 127 votes. At >tho 1911 election he defeated Coloiiol H. R. L. Howard by a majority of 509 votoS. Flint is a diminutive constituency, and Mr., Summers wag probably known personally to everybody in his district.
