The Allies have declined to .criticisc the , Turkish proposals, because these assume 1 that Macedonian reforms are still sought, , whereas the destinies of the Macedonians t have passed out of the dttoman hands. The territorial basis is tho only one- . whereon the settlement negotiations will . proceed. Reschid Pasha, the Turkish delegate, - reminded tho conference that the Allies undertook the war to compel the Porte to. t grant, reforms—which Turkey was now i willing to -concede—and that the League ? had spontaneously and emphatically dis- [ claimed any thought of territorial ngj, grandisement. r In Berlin.and Vienna the feeling in. olEcial quarters with regard to the conferr ence is optimistic. Reuter's correspondent states that the Turks felt justified in submitting exoes- ! sive counter-proposals, because the Allies presented terms beyond what were ex-; pected. The retention of Adrianople and Thrace is indispensable to Constantinople's seourity, and -likewise necessary if' Turkey is to remain a State. ' The Turks appear to be hopeful that resumption of hostilities wilLsecure better terms. P ' A HINT TO TURKEY. 1 ALLIES DOUBT HER SINCERITY. 3 London, December 29.
