POST AND TELEGRAPH CHANGES.

SOME IMPORTANT APPOINTMENTS. TWO ASSISTANT-SECRETARIES. Consequent upon the appointment of Mr.' Donald Robertson, Secretary of the Post and Telegraph Department, as Chief Public Sen-ice Commissioner, the Post-master-General announces various promotions' and changes in tho officers of that Department' It has long since been notified that Mr. W. E. Morris was to succeed Mr. Robertson, but up till yesterday no defiuito announcement had been made regarding other appointments, though there had been a good deal of surmise in and out of print. - Perhaps the most important change is that for the future there aro to .be two Assistant-Secretaries instead of one. These positions have been allotted to Mr. F. V. Waters, Chief Clerk, and Mr. G. B. Dall, Inspector of Post Offices, both of whom are'very well known in Wellington. Mr.. Waters has been a residont of Wellington for many years, having succeeded Mr. Donald Robertson to tho Chief Clerkship of the Department, when the latter was, through the death of Mr. William ,Gray (secrel.tary) and Mr. T. Rose (Assistant-Secre-tary) elevated to be Assistant-Secretary and tlion head of the Department. Mr. Waters is very well known in musical circles, and has been a member of the Liedcrtafcl,- St. Paul's Choir, and the Wellington Musical Union probably longer than.any other present member of those bodies. Mr. G. B. Dall,' co-Assist-ant Secretary, is probably one of tho most popular members iu the postal service. Up till a few years ago Mr. Dall was better known in the south than in Wellington, having been Assistant-Inspector of Post Offices for tho Central District. On the death of the late Mr. T. Rose, " the office of Inspector fell to Mr. D. Cumming, who was succeeded about four years ago by Mr. Dall. When not actually in harness Mr. Dall may as often as not be found on tho bowling green. He ranks among the best players in the Dominion. Mr. Dall is to bo succeeded as Inspector by Mr. D. Miller, at present Chief Postmaster at AVellington. Mr. Miller . has seeu long service in the Department in several parts of the Dominion. He was for some years' at Wanganui as Chief Postmaster, and on the retirement of Mr. J: A. Hutton three years ago was appointed to tho important charge of tho Wellington office. Mr. Miller, like Mr. Dall, is an ardent bowler, and a man. of genial, gentle, and tactful disposition. Mr. Waters will be succeeded as Chief Clerk by Mr. J. C. Williamson, second clerk, well known in Wellington as a careful, painstaking officer, which same qualities make him a valued "skip" of the Kelburne Bowling Club. So far the next Chief Postmaster for Wellington has not been appointed. In future tho officers in charge; telegraph office, at the four chief centres and at Napier and Wanganui, will be known as superintendents; similarly tho assistant-officer iu charge will be as-sistant-superintendent, and in the case of the four chief centres there will be ov second-assistant superintendent. | Officers at present known as check clerks will in future be called supervisors and assist-ant-supervisors as the case may be. In this connection Messrs. J. Alexander, J. E. Green, J. A. Russell, and J. W. Ha" senior check clerks at Wellington, Auckland, Christchurch, and Dunedin rcspec tively. are promoted to the position o' second assistant-superintendent. M-"" W. C. Yates aud A. Elliott, check clerks, Napier and Wanganui respectively. •• promoted to be assistant-supenntendop-■ Messrs. V. R. Anderson. H. I. Bennett, W. Forrest, F. Aston, F. Craig, AY. L. Esson, and J.Gillespie, chief clerks, aro promoted to be supervisors. ' '
