EXPANSION VITAL TO THE NATION. By Telegraph—Frees Association—Copyright Tokio, December 22. Baron Saito, after conferring with admirals, vfho held that naval expansion was vital to the defence of the Empire, declined the portfolio of Minister for the Navy. The- Emperor,thereupon issued an edict ordering Baron Saito to accept the position and remain in office. Baron Ivalo has accepted the portfolio of Foreign Affairs.
