HERTZOG'S CHALLENGE

General Hertzog, in an interview, states that he challenged the Cabinet ,to disagree with the principle of his declaration, that where South African and Imperial interests conflicted the South African should come first. None disagreed, though some of his colleagues desired him to write General Botha regretting his utterances and undertaking not to repeat them. But he had not the slightest regret, and would never write a letter which would causa him to lose his eelf-respect. A SHARP REJOINDER. GENERAL BOTHA'S IMPERIALISM. (Rec. December 22, 5.5 p.m.) Capo Town, December 21. General Botha resents Hertzog disclosing Cabinet proceedings, and states that' the latter unnecessarily asked whether South African interests have preference over Imperial, whose true interests South Africa need not be in conflict with. It was unpardonable of General Hertzog to suggest that the Empire was only good so long as it might be useful to South Africa. CABINET CHANGES. (Rec. Deoember 22, 5.5 p.m.) Cape Town, December 21. The only Cabinet changes announced are that the Hon. J. W. Sauer (Minister for Railways) takes the portfolio of Justice (relinquished by General Hertzog), Sir Thomas Watt (who held the portfolio of Justice and Education in 1903-00) succeeds Sir David P. de V. Giaaf (Minister for Public Works and Post and Telegraphs), who becomes Minister without portfolio, vice the Hon. Sir C. O'GradyGutbins. Cape Town, December 20. ' Mr. Fischer, Minister for the Interior and Lands, has announced that, he remains in General Botha's Cabinet.
