The late Mr. Hughes was . Vice-Presi-dent of tho Executive Council, and representative of the Reid Government in the Legislative Council from 1898-9. He was Minister for Justice durin? the period February-September, 1899. He has been a member of the Legislative Council since 1895, and \ since 1904 he has.been VicePresident of the Executive Council' arid representative of the Government in the Upper House.
