Trouble in the South African Cabinet has simmered for some time over General Hertzog's appeal to racial passions, and culminated in his Rustenburg speech. Ans r >' scenes resulted between Generals Botha and Hertzog, while Colonel Leuchars declined to remain in the Cabinet with the latter. Colonel Leuchars's resignation precipitated the crisis.
