V-.AND NAPIER HARBOUR. ' . During the session some, consternation was-, occasioned at' Napier by the announcement by the Minister for Public .Works (the Hon. W: Fraser) that con-struction-work at the Napier end of the East.Coast railway would be 6topped.until the embankment was built across the har:bourj.'by, way of ..wlich.'.an .engine could be put. on. the, works.... VAt that time it was not decided' where, the embankment vas,to be.builti and the local'bodies concerned have riot even yet agreed on this. "The Hon. W.Fraser is going to Napier, this -to. meet .representatives of the.local bodies'. It'had been, intended that'.'this, meeting: should be a properlyconstituted one of delegates from all the local.bodies interested, but it transpires; 'now; that all,the people who ought to bo •present will not be.at the:;meeting,;and, •further, that all the delegates have not been properly elected.. For this reason nothing definite can ; be,, decided at the meeting, but tho•'qne'sHbn'bF'where'the embankment is to be built will, be discussed informally with the Minister. It will be some, time .after ; .the middle of January before a properly-constituted meeting.oan.be arranged, v On;..
