V-.AND NAPIER HARBOUR. ' . During the session some, consternation was-, occasioned at' Napier by the announcement by the Minister for Public .Works (the Hon. W: Fraser) that con-struction-work at the Napier end of the East.Coast railway would be 6topped.until the embankment was built across the har:bourj.'by, way of ..wlich.'.an .engine could be put. on. the, works....
