The State Department does not intend to present tho reply for a considerable time. If Great Britain insists on having it, Mr. Knox is likely to throw tho whole question, on tho Senate'a shoulders. The Senate, it is known, will certainly reject arbitration on any terms, as only twentyseven, members are favouring it
