The* Secretary of State, Mr. Knox, in his reply to Sir Edward Grey on tlio Panama Canal matter,, adheres to tho original American position, and will refuse arbitration, on. tho ground that. Congress has already acted. Mr. Knor intimites that tho building of the canal settled by itself the very questions raised on Great Britain's behalf. If arbitration is allowed it should bo through American sources and not through Tho Hague. Mr.'Knox differs, from President Taf t as to the testing of tlio tolls questions in United States Courts. The State Department does not intend to present tho reply for a considerable time. If Great Britain insists on having it, Mr. Knox is likely to throw tho whole question, on tho Senate'a shoulders. The Senate, it is known, will certainly reject arbitration on any terms, as only twentyseven, members are favouring it
