AMERICAN CONSPIRACY UNEARTHED. By Telegraph—Press Association—Copyrleht (Rec. December 12, ll!5 p.m.) New York, December 12. The Federal authorities have discovered a emuggling conspiracy which is alleged to have been in operation for. years, by which a million dollars' worth of ladies' dresses have been ,'introduced un-Customcd through Canada. A Mrs. Haldern has been arrested on a charge of smuggling gowns which she had declared were for her own use.
